Proposed fees 2027
The fees of the Board for Plant Varieties are determined annually by the Minister of Agriculture, Fisheries, Food Security and Nature. The fee proposals are jointly prepared by Naktuinbouw and the Board for Plant Varieties.
This announcement concerns the proposed application fees for Plant Breeders’ Rights and Variety Listing, as well as DUS testing, for 2027.
Proposed fees 2027
Indexation of fees compared to 2026
General indexation: a 4% increase on all fees compared to 2026.
Rationale for the general indexation
Naktuinbouw annually adjusts salary and personnel costs based on the average of three collective labour agreements (CAOs) within the sector: Open Field Crops, Greenhouse Horticulture, and Vegetable Seed Production.
For 2027, a salary indexation of 4% is anticipated, based in part on recent collective labour agreement developments. Periodic salary scale increases have also been included in this calculation, resulting in a total increase in labour costs of 4%.
This adjustment ensures that Naktuinbouw remains competitive in the labour market and that personnel costs are managed in a transparent and responsible manner.
For DUS tests in field-grown crops (non-greenhouse crops), the total proposed fee increase is 6%.
For DUS tests in greenhouse crops, the total proposed fee increase is 9%.
Rationale for the additional increase in DUS testing fees
This additional increase in DUS testing fees is necessary because the costs of various inputs required for conducting the tests, including energy, materials and installations, have increased at an above-average rate in recent years.
